The Employment Rights Bill will bring the biggest overhaul of employment rights in a generation. With new day-one rights, SSP reforms, and potential bans on zero-hours contracts, it’s more important than ever to understand these changes and their impact on your business.

The Employment Rights Bill was introduced to Parliament on 10 October 2024. It aims to update and enhance existing employment rights and make provision for new rights, including in areas like pay and conditions, trade union and industrial action, as well as creating a new regime for the enforcement of employment law. Changes will be introduced in a phased approach, with some measures coming into force in 2026 and others following in 2027. 

While the Bill aims to enhance workplace fairness, we know many HTA members are concerned about increased operational costs and legal risks this could create. We continue to highlight these concerns to policymakers, including in our 2025 Autumn Budget Submission, and will keep advocating for a more supportive business landscape for HTA members.
