The Windsor Framework
On 1 October 2023 the Northern Ireland Plant Health Label (NIPHL) scheme was introduced. The NIPHL is based on the existing UK plant passport regime that operators use to move plants for planting within GB.
Northern Ireland (NI) remains in a different Sanitary and Phytosanitary area (SPS) to GB however this scheme allows for the movement of certain goods between GB and NI.
Only goods remaining in NI are eligible for the NIPHL scheme.
